This course focuses on the 21st Century Cures Act mandate for interoperability to support patients’ access to their health information. To comply with the information blocking rule, healthcare providers must ensure that they are not engaging in practices that constitute information blocking, such as restricting access to patient electronic health information, imposing unreasonable fees for EHI access, or failing to respond to requests for EHI in a timely manner.

Description of the Professional Practice Gap (PPG)

The Cures Act authorizes the HHS Office of Inspector General (OIG) to investigate any claim of information blocking. The overwhelming majority of the claims filed are patients alleging their provider is "information blocking". As with any new legislation, providers, and their staff require education and training to comply.

Learning Outcome Statement

By the end of this course on interoperability and sharing clinical notes the learner will be able to accurately define the 21st Century Cures Act and identify examples of information blocking in healthcare. The learning will be able to evaluate their healthcare practice’s compliance with the Cures Act’s information Blocking rule.

Learning Objectives

After completing this activity, learners will be able to:

  • Educate staff and colleagues regarding the importance of the 21st Century Cures Act’s mandate for open access and interoperability of patient data.
  • Assess practice for opportunities to improve interoperability.
  • Educate patients about the benefits of accessing their clinical notes.
  • Develop an action plan to improve patients’ healthcare experience by helping streamline access to health data and providing avenues for patient engagement.
